To lead this project from conception and design to agreement and point of delivery.

Review of Day Centre Provision in two neighbouring boroughs for adults with support needs (mainly older people). Some of this work has already been undertaken but we have recently expanded the project scope and now need this work to be picked up and progressed to completion. Day Centre provision refers to activities delivered at community buildings which are either open access or accessed via social services assessment.

What you'll need to succeed
A professional with substantial experience of social care provision/day service support arrangements, but who can bring innovation to a new model for day time support. Excellent analytical and report writing skills are essential, together with excellent interpersonal and networking skills. All reports and presentations need to be fit for external publication and scrutiny as necessary.

The contractor needs to have sufficient political acumen to understand the sensitivities of working in adult social care and working with stakeholders who have influence in this type of service. The contractor will be of sufficient calibre to undertake work under limited supervision. Project Deliverables The following are the key deliverables which will be produced. Indicative timescales set out, but are dependent upon start date and political landscape in which the project will operate.

Deliverable 1 – Project plan with timelines and milestones. (within first week)

Deliverable 2 – Rewritten review of one Council-managed day centres which is fit for potential publication (the work is currently 80% complete). (within first month)

Deliverable 3 – Mapping of geographical and functional analysis of all day centre provision in the two boroughs (some work already completed), including costs and service outcomes (within first month).

Deliverable 4 – A benchmarking summary comparing provision and spend in the boroughs compared with ‘comparable’ boroughs in terms of demography, footprint and political landscape. (by end of month 2)

Deliverable 5 – Two overarching strategic summary reports on findings (including gap analysis); one report for each borough which are fit for potential publication.
(by end of month 3)

Deliverable 6 – An option appraisal, including risk analysis and implementation strategy to achieve delivery of a revised day service model (To follow).

Project Outcome: A proposed model for day time occupation for vulnerable adults in the boroughs that is fit for purpose, delivers statutory requirements, is cost efficient, embraces the principles of wellbeing and is acceptable to Chief Officers and local politicians.
